One would have expected that the research would have sought the reasons why the NVL had to be initially given to NUC to implement rather than the National Library of Nigeria of whom the project had been transferred to since February, 2007as the paper pointed out. In a survey of this nature that bothers on national project, mention on the white paper by the National Executive Council stating the reason for the implementation of such project, the body that recommended the project, the feasibility study conducted and rationale of appointment of an institution to oversee its successful implementation should have been included in its scope.
Having identified one of the challenges the NVL project faced under NUC as being lack of local resources for digitization, it is my opinion that the author would have included as part of his recommendation in ‘way forward’ by identifying sources where these local resources could be found. These would include sources such as the National Library of Nigeria, academic institutions, the National Museum, Archives, palaces of traditional rulers, media houses like TV, Radio, and Newspaper publishing firms, and so forth. With this information at the disposal of the National Library of Nigeria, they would delegate qualified individuals to acquire or license resources of cultural heritage, national, international, academic and historical importance for digitization and subsequent inclusion in the database and/or direct inclusion of those resources that are already in electronic format.

The paper was nonetheless well researched, and as such well worth further study.

I agree so much with Josephine's observation. She stated the facts and the real findings in every because we all know that in the paper the challenges the project faced was lack of local resources for digitalization, the author would have actually included the sources in which the local resources would be found.
